年中国缺货调查报告反映中国终端缺货率在10%左右,这一个水平远远高于国际平均的7%。如果每个零售企业都能重视缺货对企业运营的影响,降低缺货率,则每家门店年均可以增加640万元的收入,按此推算,全国的零售业(包括全国消费品零售总额、餐饮零售总额等)的销售额可增加830亿元。可以说这一个数字是非常惊人的。

虽然,终端缺货只是门店经营情况一个表象问题,但是其所引发的连锁零售企业内部运作问题,无异于是一场剧烈的大地震。

一、什么是公函

函,是指信件。公函是各级机关,群众团体彼此之间联系工作、商洽问题、询问事情时,所使用的一种常用行政公文。

二、怎样写好公函?

(一)要熟悉公函的类别,根据情况酌情选用

公函一般有三种:

第一种,公函。它是平行机关或者不相隶属的机关之间商洽询问、答复一般工作事项的一种行政公文。各机关之间不是指挥和被指挥、领导和被领导之间的关系。但是,有时上级机关向所属单位询问某件事情时,也用公函形式。公函属于正式公文。这种公文中又有问函和复函两种。

(二)要掌握公函的结构方式

公函的结构形式,一般由四部分组成:

第一部分,标题。

标题一般写“公函”,位置在第二行中间。接着在右下边写上发文种类及编号,如“询字第号”,字可小一点。

第二部分,收函单位名称。

在标题下第二行顶格写接收单位的名称。如“计划生育管理干部学院:”,写全称。

第三部分,正文。

在单位名称下面另起一行空两格写正文。如果是复函,要写明对方几月几日第*号来函已经收到,接着再就有关事项作出答复。

第四部分,署名和日期。

在右下角第三行写发函单位全称和日期,最后加盖公章。
